Business is the right choice when a team needs controlled access; Pro is the right choice when one person needs maximum personal capacity.

What limits does ChatGPT Business have?
Business limits come from the seat type, the experience being used and the workspace’s model-access and spending settings. Standard seats have baseline usage; Premium seats include higher usage. Chat, Work, Codex, reasoning, credits and workspace administration are not one shared unlimited pool.

OpenAI can change seat types, model access, limits and prices. This page explains the structure of Business limits, not a permanent numeric allowance. The current OpenAI Business help page and in-product indicators are the authority for your workspace.
Is ChatGPT Business unlimited?
No. Business can offer virtually unlimited access only for specific low-cost experiences such as Instant chat, subject to abuse safeguards. Reasoning, Pro model options, ChatGPT Work, Codex and other tools remain subject to allowances.
OpenAI’s Business documentation explicitly says that unlimited access does not extend to reasoning, Pro, Work, Codex or other tools. Automatic reasoning can also consume a reasoning allowance even when a fast or Instant mode is selected.
Instant chat
The closest thing to unlimited access, but still subject to safeguards against abuse and programmatic extraction.
Reasoning and Pro
Separate allowances apply. A “Pro model” inside Chat is not the same as buying a Pro personal plan.
ChatGPT Work
Usage depends on the work performed, model and effort. Premium seats receive more included capacity than Standard.
Codex
Long tasks and high reasoning effort consume more than short requests. A fixed number of prompts is not a reliable quota.
How do Standard and Premium Business seats differ?
Both seat types include ChatGPT, ChatGPT Work and Codex. Premium seats include higher usage, while Standard seats use the baseline allowance and optional workspace credits.
Standard seat
Best for members with regular team use who do not need the highest sustained Work or Codex capacity. OpenAI’s US monthly reference price is $25 per user.
Premium seat
Best for developers, researchers or operators running demanding Work and Codex sessions. OpenAI’s US monthly reference price is $125 per user.
Mixed workspace
A workspace can mix Standard and Premium seats, change assignments and add capacity without forcing every member into the same tier.

How do Codex limits work on ChatGPT Business?
Codex usage is consumed by the work performed, not by a simple prompt count. Model choice, task size, reasoning effort and the amount of code or analysis all affect how quickly the allowance moves.

What are Business workspace credits and spend controls?
Workspace credits are optional paid capacity for usage beyond included allowances. They are controlled by the workspace owner and its spending settings, not by an individual member’s personal checkout.
Before buying credits, confirm three things: the workspace is eligible for flexible pricing, an owner has enabled the spend control, and the current rate card supports the model or experience you need. Seat first
Choose Standard or Premium according to the member’s normal workload before treating credits as the default solution.

What is a seat limit versus a usage limit?

Should you buy Business or Pro for more capacity?
Choose Business when the capacity belongs to a managed team with at least two seats. Choose Pro when one person needs the maximum personal Codex and ChatGPT allowance without workspace administration.
Choose Business
You need separate member access, central billing, admin roles and spend visibility, and can satisfy the current minimum-seat rule.
Choose Business Premium
The workspace is correct, but a developer or heavy operator needs materially more Work and Codex usage than a Standard seat.
Choose Pro 5x
One person hits Plus limits most weeks and does not need workspace management.
Choose Pro 20x
One person still exhausts Pro 5x in normal work. Adding Business seats would not target the bottleneck.
